Mt. St. Helens is the arguably most restricted (and bureaucratically challenging) peak to climb in the country, with high permit fees and daily quotas that change throughout the year.
Permits for many summer days are especially hard to get, especially for a spur of the moment trip.

Good news: Cascadeclimbers.com has a permit exchange forum, where those with extra permits to sell can connect with buyers. Gotta love the free market system!

(PS - While most postings are for St Helens permits, there are a few permits for the beautiful and hard to access Enchantment area in central WA.)
